L.E.A.N. - Who We Are...

The Vision of LEAN:

We envision that all law enforcement agencies throughout the U.S. have community oversight committees that will aid in improving the lives of At-Risk-Youth by raising awareness and creating community action groups.

The Mission of LEAN:


Our mission is to advocate for the welfare of At-Risk-Youth through the identification and promotion of people, programs and policies that work.  We support the victims of police brutality and their families to reconcile with law enforcement agencies and empower them to create accountability committees for their community.

The Values of LEAN:

RESPECT:  We believe that only through respect for both community members and police can we reach reconciliation.


KNOWLEDGE: We believe that understanding and knowing our rights and resources is the key to empowerment.


ACTION: Our goal is to organize, promote and coordinate involvement of all members of the community to create a safer environment for all. 

About The Founder

December 11, 2009.  Following the death of her son Caesar Cruz, Theresa Smith knew that she needed to reach out and try to help the Mothers and families of other individuals killed by the Anaheim Police Department.  She knew there was a problem firsthand and she understood how difficult it is for families to cope and deal with all that comes up in the aftermath of such a tragedy.


Theresa decided that she wanted to help other families in those situations with Grief Support, Resource Referral, Mediation and to go one step further to develop Programs to help At-Risk-Youth discover for themselves that there is Hope and an alternative to a life of prison or even death.


In the wake of the Riots in Anaheim on July 24th, Theresa Smith and L.E.A.N. have worked hard to spread the message of Peace and cooperation as they work towards their goals of bringing in a Police Oversight Committee to Anaheim.  L.E.AN. actively seeks out  At-Risk-Youth who have had encounters with the Police, to bring help, hope and resources to those whose plight brings them into contact with the Anaheim Gang Enforcement Unit/Anaheim Police Department.
